The thing is i have 10 TE in my stock (when i check in quest)
but when i want to trade them, i can only send 4 TE!

Anyone knows why?

You have 2 kind of TE - normal and (p).
Those with (P) are your personal TEs, which u gain easily from log-in bonusses, early rewards in events etc, you can use them, but not trade.
Second one are normal TEs, which are definetely harder to get ( except buying it ), by higher rewards or trades with players, these are the ones which u can trade and are valuable
