Changed layout of forum (Hurray for Halloween!)

Removed some threads/ changed their location (look for them, if not there, ask me.)

Changed colors of 5 and 6 star club members for the season

New Event; Mansion of Crows will begin October 5th

Administrator Backroom created for future projects

Moderator Group Powers changed to suit incoming Moderators

Moderator Backroom updated with a few rules and procedures for Moderators
